Illinois Right to Collective Bargaining Measure

The first item on the ballot Illinois voters will see this November is Amendment 1, a radical constitutional change that would grant government union "bosses" in Illinois more extreme powers than in any state. Dubbed a “workers’ rights amendment,” it would, in reality, guarantee higher taxes and allow secret government contracts. Government unions would have more power over state law than residents and their lawmakers, even allowing union leaders to override more than 350 laws through union contracts.

LANGUAGE OF THE AMENDMENT

Proposes to amend the Bill of Rights Article of the Illinois Constitution. Provides that employees shall have the fundamental right to organize and to bargain collectively through representatives of their own choosing for the purpose of negotiating wages, hours, and working conditions, and to protect their economic welfare and safety at work. Provides that no law shall be passed that interferes with, negates, or diminishes the right of employees to organize and bargain collectively over their wages, hours, and other terms and conditions of employment and work place safety, including any law or ordinance that prohibits the execution or application of agreements between employers and labor organizations that represent employees requiring membership in an organization as a condition of employment. Provides that these provisions are controlling over home rule powers. Effective upon being declared adopted.

Larry Alcaraz serves as the Director of Community Engagement with Illinois Policy. In this role, he is tasked with growing the efforts of the Lincoln Lobby, a watchdog of Illinois government comprised of citizens who are fed up with Springfield. You will most likely find him traveling the state, connecting with residents to find the best path forward for Illinois’ future.

His focus on state government started while attending Northern Illinois University, where he graduated with a degree in Political Science and a certificate in Civic Engagement. Larry has been involved with various statewide and local campaigns, most recently working as the executive director of a political organization. Since joining the Institute, he looks forward to continuing his focus on local issues and government accountability.

Larry grew up in the Jefferson Park community on the northwest side of Chicago. He now lives with his fiancé Lisa and their two cats Scout and Dunkin in Plainfield.
